Is bsc csit form valid in st.xavier college to study there if i have already filled form other tu college.

Yes. TU form from any college is valid for B.Sc. CSIT provided that you pass it.
Also, you need to appear for the college evaluation exam, followed by interview to get selected to study in the college.

What about scholarship there for students from poor economical background but have good academic record in hseb exam???

Scholarship is not provided during admission. However, there will be partial scholarship after 2nd year based on various criteria set by the college like need, performance etc.
